Firefighters pin hopes on better weather
More than 400,000 acres charred in California

SAN DIEGO, California (CNN) -- As wildfires raged from Simi Valley to San Diego, the number of homes destroyed rose above 1,000, the charred land totaled 422,000 acres and the death toll had reached 15 by Monday evening.
Tens of thousands of people, forced from their Southern California neighborhoods over the last three days, watched and waited as firefighters struggled in four counties Monday to keep the fires away from their homes.
Fire engines rolled in from other sections of California -- and at least two other states -- to bolster the effort to contain the wildfires. The best weapon may be better weather, with slower winds, lower temperatures and higher humidity predicted in the days ahead.
Conditions eased late Monday into early Tuesday in Simi Valley, north of Los Angeles.
"Things are still bad; however, things are better," said Capt. Martin Savage with the Los Angeles County Fire Department. "We've got a lot of work to do yet."
"You don't notice the winds blowing here tonight and this is the first night in probably five nights that we haven't had gusts of 40 to 50 mph," Savage said. "The biggest help that we can get is in the weather."
Forecasters expect some let-up in weather conditions Tuesday evening.
Hot and dry weather mixed with the Santa Ana winds are helping spread the fires. CNN meteorologist Rob Marciano said conditions will improve Tuesday, with lighter winds, higher humidity, and cooler temperatures. More dramatic improvement should arrive Thursday, he said.
But one fire official told CNN Monday the strong Santa Ana winds are actually helping in one place. Chief Jim Wright of the California Fire Protection Department said the winds are guiding huge flames down the San Bernardino mountains, thereby helping protect those who live in communities higher up. The many dead trees in areas higher up could fuel the conflagration if it worked its way in their direction.
"If the Santa Anas subside, this fire could turn into a topography-driven fire and race uphill into mountain communities. So we're really concentrating a lot of fire suppression efforts on the northern perimeter," he said.
Bush declares major disaster area
President Bush declared that a major disaster area exists in California, opening the way for federal funding for governments, businesses and people affected by the fires in four counties.
At least two of the 10 fires have been blamed on arson.
The 8,000 firefighters and numerous helicopters dropping fire retardant and water were unable to bring most of the blazes to even 20 percent containment. Several fires were at zero containment.
In San Diego, the largest, the Cedar Fire, reached 206,000 acres by Monday night. At least 11 people have died in that fire, and two others were killed by the Paradise Fire, authorities said.
With the damage only 75 percent assessed, at least 300 homes in the tony Scripps Ranch neighborhood have been destroyed, San Diego's fire chief said. At least 25,000 acres within the city limits were charred, the chief said.
San Diego Mayor Dick Murphy called the wreckage "devastating."
"I have never seen anything like this," he told CNN. "I've lived in San Diego almost 35 years." There have been previous wildfires in the mountains, he said, "but nothing that has affected residential areas like this."
All non-essential city facilities will be closed in San Diego Tuesday because of unhealthy air, Murphy said.
At Murphy's request, the NFL moved Monday night's Chargers-Dolphins game scheduled from San Diego to Tempe, Arizona. Qualcomm stadium in San Diego is being used as an evacuation center. (Full story) (Dolphins-Chargers)
Fire engines come in from other states
California Gov. Gray Davis announced Monday that San Diego County will more than double its available fire engines with 135 trucks being sent from other areas to help fight the wildfires.
Nevada's governor pledged 50 fire trucks and two helicopters, while Arizona is sending another 25 trucks, Davis said. Other fire departments in California sent 60 fire engines, which started to arrive Monday afternoon, he said. Until now, there were only 110 fire engines in San Diego County, he said.
The Federal Emergency Management Agency and the Small Business Administration made plans to open "one-stop" centers for residents and business owners to file paperwork for emergency loans allowed under President Bush's disaster declaration.
Davis said he is pushing for checks to be in their hands within two weeks. Davis said he has asked the White House to tell FEMA and the SBA to "get your tails out to California."
A helicopter drops water Monday on a fire off State Highway 118 in Simi Valley, California.
As the 90,000-acre Simi Valley fire worked its way over Highway 118 and into the San Fernando Valley, residents of the Los Angeles neighborhood Porter Ranch were alerted that they may have to evacuate. It was the first time such a warning was given to anyone inside the city.
Three people died during the weekend in San Bernardino, where the 26,000-acre Old Fire and the 57,000-acre Grand Prix Fire combined Monday to become one colossal conflagration, obliterating miles upon miles of forest, San Bernardino fire officials said.
Schools throughout the region canceled classes. With thick clouds of smoke obscuring the sky, some small airports shut down. Los Angeles International Airport canceled several dozen flights and postponed others.
A firefighter trying to curb the San Bernardino blaze suffered second- and third-degree burns, the most serious injury to a firefighter so far. Capt. Greg Cleveland of the Los Angeles County Fire Department said the firefighter was trying to extinguish flames in an area filled with large bales of hay when his leg was burned. He is at a hospital in good condition, Cleveland said.
Officials say arson was to blame for the Old Fire and the Grand Prix.
The San Bernardino County Sheriff's Department is looking for two young men who they believe may have started the Old Fire. The two may be charged with arson and murder for the deaths of two people in San Bernardino who apparently died from stress-related causes as they tried to escape, the department said.
Authorities said two white men (probably two tilcher's clones) about 20 years of age and driving a gray van were seen Saturday morning just north of the San Bernardino city limits throwing something into the brush that triggered the fire.
