China’s Police force Understaffed

The police force guarantees maintenance of social stability.

According to statistics provided by the Chinese Ministry of Public Security, the number of Chinese police has increased nearly 1 million from its 650,000 figure of 1986, but owing to greater population flow and an increased crime rate, is seriously undermanned. The ratio of Chinese police is 12 per 10,000 citizens, equivalent to one-third that in Western countries.

Meanwhile, nearly half of the police force works beyond the call of duty. Grassroots units are often required to help local government departments collect taxes and fees, in housing relocation and in law enforcement of departments of industrial and commercial administration, tobacco, and medicine. They are also sometimes called upon to intervene in economic disputes, and help enterprises or individuals obtain settlement of debts.

BEIJING - Thousands of villagers rioted in eastern China injuring dozens of police, after two of about 200 elderly women protesting against factory pollution, died during efforts to disperse them, residents and officials said on Monday.

The rioting in the wealthy coastal province of Zhejiang on Sunday , was the latest in a string of outbreaks of rural violence, as the world's most populous nation struggles with disgruntlement over a widening wealth gap, widespread corruption and police brutality.

More than 50 police were injured and rushed to hospital, with five listed in critical condition, a doctor told Reuters. About four residents of the village of Huankantou, in Huangtianfan township, were injured.

Police had earlier tried to disperse about 200 elderly women, who had kept a 24-hour vigil at sheds and a roadblock outside an industrial park housing about 13 chemical factories, for the last two weeks, villagers and local officials said by telephone.

Two of the women were killed, two villagers said. "They were run over by police cars," one said.
A source with knowledge of the rioting who asked not to be identified said the two had died during arrest. He did not elaborate.

Club-wielding villagers clashed with police in riot gear, overturned police cars and hurled rocks at policemen holed up in a local high school, the villagers and local officials said.

"Villagers knocked down the wall of the school and charged in," one villager surnamed Wang said.

Villagers also smashed the windows of about 50 buses which carried some 3,000 policemen, paramilitary police and security guards to the scene to try to disperse villagers, they said.

(ANSAweb) - PRATO, 7 NOV - Quattro persone, due uomini e due donne di nazionalita' cinese, sono stati arrestati dalla polizia per l'inchiesta sull'omicidio di una loro connazionale, uccisa con 29 coltellate il 31 maggio scorso a Prato. Nell'inchiesta e' stato coinvolto anche un italiano, al quale e' stata notificata una misura dell'obbligo di dimora. La vittima, 37 anni, fu trovata morta lungo una pista ciclabile alla periferia di Prato. Il delitto suscito' molto allarme anche perche' fu il secondo omicidio di una immigrata cinese nel giro di cinque giorni a Prato. La donna non fu subito identificata: nel corso delle indagini si e' poi scoperto che si trattava di una immigrata clandestina, che faceva la prostituta. (ANSAweb) Ansa


la news più compelta è che la tenutaria del bordello non digerì il fatto che la ragazza avesse deciso di smettere e avesse tolto le tende con 4000 euro in tasca...e ha aggiustao i conti alla cinese (purtoppo i cinesi se si parla di soldi diventano cattivi....)

mi ricordo i vari bordelli in cina dovele ragazza lavoravano a contratto, con ferie molto lunghe durante l'anno e la possibilità  di smettere in qualsisasi momento

purtroppo denaro e chissà  cosa altro porta l'uomo a perdere la ragione e trattare i suoi simili come oggetti...

non raro in cina..(il sito è generico ma o riconoscere 1 camion cinese da 3 cose):

purtroppo nonostante il limitato numero di auto è alta la percentuale di inciddenti (e visto che un alta percentuale di traffico è commerciale spessissimo sono i camion a causarli..)


mi ricordo ancora adesso un viaggio terrificante di notte sulla Shanghai-Ningbo expressway......ho tmeuto di morire (e x davvero)..mai in vita mia, nemmeno quando ho messo la macchina sul tetto) ho auvtocosì paura...

se il camion che ci seguiva (ironia della sorte stesso colore e modello diquello della foto) non si fosse fermato....(e vi garantisco che è stato un mezzo miracolo che si sia fermato)

forse qui sul forum mi sono buttato solo sul discorso figa e simili, ma è decisamente pericoloso viaggiare in cina di notte e su strade extraurbane (in città  invece nonostante le apparenze o visto meno botti che a genova..)

da notare le perosne che osservano..altra cosa che mi ha stupito:
il totale e assoluto disinteresse x la morte dei cinesi..la loro assurda capacità  di fare ironia e ridere con morti x incidenti stradali a 1 metro..pezzi di perosne (e questo me lo son cuccato pur eio..)
assolutamente assurdo...

non ho mai giudicato (non posso..) ma spesso ho cercato di capire da dove nascesse questo atteggiamento

la tassista che ride e fa il segno di 2(come numero) di fronte a due ciclisti morti contro un taxi...

il mio driver che mi segue x capire il perchè di uan coda, va avanti e torna ridendo facendomi capire che li c'è uno senza gamba staccata di netto da un camion, con la mia collega (perosna che è stata anni in europa e ha laurea et simili) che ride e mi dice:"so, have you seen the blood?amazing?"

In Cina, come riportato dalla CBC e dal Chinadaily, oltre a capitali e a industriali da esposizione, esportiamo anche picchiatori.

I dipendenti cinesi della societa' italiana DeCoro (fabbricante di divani esportati principalmente in America) hanno manifestato in strada a Shenzhen mercoledi 2 novembre contro i ripetuti pestaggi, subiti da diversi lavoratori in varie occasioni, da parte dei supervisori stranieri e l'abbassamentro dello stipendio.
I manifestanti sono stati dispersi dalla polizia in tenuta antisommossa.

Un record.
Siamo gli unici al mondo che picchiamo i cinesi perchè lavorano poco.
Dopo anni in cui hanno fatto neri i lavoratori italiani, le aziende ora fanno neri anche i cinesi.

Ma in Africa come faranno?
Lì non puoi far nero un nero.

Ci toccherà  esportare in Cina anche la triplice sindacale...

Workers at Italian-invested sofa factory in Shenzhen went on strike as three allegedly beaten by Italian supervisors

More than 3,000 workers at a factory for the Italian sofa maker DeCoro in Shenzhen took to the streets on 2 November after three of their colleagues were allegedly badly beaten by their Italian supervisors amid a dispute over pay cuts.

The angry workers marched from the factory in Pingshan Industrial Zone in Shenzhen to a highway during the protest, according to the South China Morning Post. They shouted "Stop violence, restore justice and protect our human rights" but they were later dispersed by riot police armed with shields and clubs on that day.

The dispute between the workers and the factory management erupted after workers learned last week that their wages for October were lower than usual, the Southern Metropolis Daily reported. A group of 10 workers was dismissed for confronting management over the pay cut issue. When those workers tried to re-enter the factory on 1 November, they were surrounded by four or five "foreign" supervisors and beaten, the reports said.

Three workers were hospitalised for treatment. "I was the first to be beaten. He pulled me up and punched me hard in my stomach. I was knocked out for a few seconds. He stamped on my face while I was lying on the ground. It was really humiliating," Liang Tian, one of the injured workers, told the SCMP. Another worker, Li Fangwei, was quoted as saying: "They regularly beat Chinese workers. They are likes wolves. They are racists and treat us like slaves."

A worker told the SCMP that they had reported the beating incident to the police but the police did nothing about that. "We don't trust the authorities anymore. We will protect ourselves," the worker said.

After hearing the news that three of their colleagues were beaten by their Italian supervisors, hundreds of workers from the factory strongly demanded an apology from the factory management and urged the company to punish the supervisors. On 2 November, DeCoro president Luca Ricci wrote a letter of apology to the three workers and called for a return to work.

Many workers remained angry about the way the factory management handled the pay cut and the beating incident. They said the company was making good profits, but it still planned to cut their wages. About 80 workers earlier refused to accept a pay cut and they were dismissed in September. The workers are now pursuing legal action, the reports said.

DeCoro was established in 1997 with registered capital of US$2.5 million. About three-quarters of the Shenzhen factory's products are sold to the United States. Its total revenue has been estimated at US$240 million this year.

Italian sofa maker in Shenzhen violates China's labour law, no OSH

Workers at Italian-invested furniture factory DeCoro in Shenzhen who were beaten by their Italian supervisors over pay cut disputes revealed that the company had violated China's labour law in many aspects.

Liang Tian, one of the workers beaten by the Italian supervisors, told China Labour Bulletin that workers at the DeCoro factory had no day offs on Saturdays and Sundays. If they wanted to have day offs on Sundays, they would have to finish their Sunday work quotas on Saturdays. Their monthly salary was 2,000 to 3,000 yuan (about US$250 to 375), relatively high compared with other workers in Shenzhen, but they did not have pension, medical insurance and work injury insurance. The company's practice has in fact violated China's Labour Law. According to Article 36 of PRC's Labour Law, the government institutes "a working hour system by which every worker shall not work more than eight hours a day and the average working hours per week shall not exceed 44 hours." Article 73 of the Labour Law also stipulated that "workers shall enjoy social insurance treatment according to law...including retirement, falling ill or suffering job injuries..."

Liang said he had worked in the factory's cloth wrapping work unit for three years. He had to spray glue on the shaped sponge and wrap a piece of cloth on it. Despite that he had to work in the environment with strong smell of the glue, he was only given three face-masks each month. He had never been given any medical check-up. He began to feel sick about six months ago. The worker also told CLB that there was a lot of dust in the process of cutting and shaping the sponges, but the workers in the sponge cutting work unit were also only given three face-masks each month and they had never been given any medical examination. The company has in fact violated Article 54 of PRC's Labour Law which says: "An employer shall provide the worker with labour safety and health conditions and necessary labour protection articles conforming to the stipulations by the State and give regular body check-ups to workers engaging in hazardous jobs."

On 28 October, ten workers of the factory went to ask the factory management why their wages in September were cut by 20 per cent. Their action was not successful and their working passes were confiscated and they were not allowed to enter the factory. Two days later, the workers staged a sit-in outside the factory entrance and demanded an explanation from the factory management. They wanted the company to give them formal letters of dismissal if the company wanted to fire them, or the company should allow them to go back to work in the factory.

On 31 October, when the workers went to the management committee of Shenzhen Grand Industrial Zone, established by the Shenzhen municipal government, they were told that they could go back to work in the factory. But when they returned to the factory, some of the workers were beaten by five Italian supervisors. (For further details, see: Workers at Italian-invested sofa factory in Shenzhen went on strike as three allegedly beaten by Italian supervisors) More than 3,000 workers from the factory launched a strike on 1 November and they marched to the highway in the direction towards the management committee of the Shenzhen Grand Industrial Zone. Their actions paralyzed the traffic on the highway between Shenzhen and Huizhou for more than half an hour.

Another worker beaten by the Italian supervisors told CLB that on 2 November the management committee of the Shenzhen Grand Industrial Zone invited other seven workers who were not beaten by the Italian supervisors for a meal. Officials from the management committee persuaded the workers to end their labour relations with the factory.

The management committee of the Shenzhen Grand Industrial Zone told CLB that there was no trade union in the industrial zone and the human resources supervisor of the management committee was responsible for handling labour affairs.

Savino Pezzotta, General Secretary of CISL, the Italian trade Union confederation with more than 4.2 million members, in a press release on 4 November expressed his full support and solidarity, as well as that of the entire organization, with the Chinese workers of the Italian DeCoro company working in Shenzhen who have been unfairly dismissed and beaten by company personnel. "We want to make sure that the Chinese workers receive our full solidarity and cooperation," said the General Secretary of CISL.

CISL has immediately sent a letter to the Italian Government to ask for the implementation of the OECD Guidelines on Multinationals, thus asking the Italian Government to call on the company to immediately restore the full respect of fundamental workers rights, as defined by the ILO Declaration on Fundamental Principles at Work and by the OECD Guidelines on Multinationals. CISL also calls on the government to make public financial support to companies conditional upon their international adherence to and respect for ILO Core Labour standards and the OECD Guidelines.

CISL is also requesting the company to allow a delegation from CISL to enter the company and to talk freely and without any constraint with the Chinese workers.
